For most of the past four years, the defence industry's centre of gravity sat firmly in Eastern Europe. Artillery production capacity, ammunition stockpiles, air-defence procurement, and the entire restocking narrative of NATO ran through one geographic question: how quickly can the Alliance produce and deliver against the demand opened by the war in Ukraine. As that war moves into a quieter phase in 2026, the geographic centre of gravity is shifting decisively. The Indo-Pacific is now the most active defence-procurement theatre in the world, and the pace at which capability, capacity, and joint planning are being built up across the region is accelerating month by month.
For procurement teams, manufacturers, and trading firms, this transition is the most consequential strategic development of 2026 so far. The Eastern European cycle was, and remains, the dominant influence on the global ammunition and ground-systems markets. The Indo-Pacific cycle now layered on top of it is reshaping the markets for naval platforms, long-range strike, missile defence, undersea systems, electronic warfare, and the entire ecosystem of capabilities that a Pacific contingency would demand. The two cycles are not substitutes. They are additive. And the firms positioned for both will see the largest gains over the next decade.
The pace of change in the Indo-Pacific procurement environment is best understood country by country. The headline numbers are striking on their own, but the more important story is the consistency of the pattern across very different national systems.
Japan has now firmly internalised the goal of doubling its defence budget by 2027, with the Tomahawk acquisition complete, the Type 12 SSM upgrade in serial production, the F-X programme under the Global Combat Air Programme proceeding alongside the United Kingdom and Italy, and a major buildup of standoff munitions, integrated air and missile defence, and counter-strike capability. The Acquisition, Technology and Logistics Agency is signing programmes at a cadence that would have been politically impossible five years ago. Japanese industry, long constrained by export rules that limited its global reach, is now exporting domestically built radar, naval platforms, and integrated systems to a growing roster of Indo-Pacific partners.
South Korea continues to operate at a tempo that has redrawn the global arms-export map. Hanwha, KAI, LIG Nex1, Hyundai Rotem, Poongsan, and a long tail of mid-tier producers are filling order books that span Europe, the Gulf, Southeast Asia, and Latin America. The Defense Acquisition Program Administration has positioned Korean industry as the fastest, most predictable, and most price-competitive alternative to traditional Western suppliers in nearly every major category from artillery to tanks to surface combatants and air-defence systems. The export momentum is now self-reinforcing, with revenue funding capacity expansion and capacity expansion enabling faster delivery to new customers.
Australia is executing the most ambitious force-structure transformation in its post-Second-World-War history. AUKUS has moved from political announcement to industrial reality, with the Virginia-class transition pathway running in parallel with the SSN-AUKUS design and build effort. The Guided Weapons and Explosive Ordnance enterprise is standing up domestic missile and munitions production. The Hunter-class frigate programme, the Tiger-replacement Apache acquisition, the Boxer CRV programme, the long-range strike portfolio under the Defence Strategic Review, and a wide array of autonomous and uncrewed systems are all proceeding simultaneously. Australian industry is being built up at a pace that is reshaping the country's industrial base, not just its defence force.
The Philippines has moved from intermittent modernisation into sustained, well-funded reorientation. The Re-Horizon 3 modernisation programme is delivering BrahMos coastal-defence missiles, ScanEagle and Hermes UAS, multi-role fighters under the Multirole Fighter acquisition, radar systems, surface combatants, and a substantial expansion of the Coast Guard fleet. The Mutual Defense Board with the United States, the Reciprocal Access Agreement with Japan, and growing cooperation with Australia, Korea, and France are knitting Philippine procurement into a wider Indo-Pacific framework.
Taiwan is conducting the most concentrated defence-industrial mobilisation in the region. Domestic missile and munitions production has been accelerated. The asymmetric and porcupine-strategy investments in unmanned systems, sea mines, anti-ship missiles, MANPADS, and dispersed logistics are no longer experimental but operational. Foreign Military Sales backlog continues to be a constraint, but the political appetite to clear that backlog has hardened across the US political spectrum. India is running parallel and partly competing dynamics. The Atmanirbhar Bharat localisation agenda is producing meaningful indigenous capacity in fighters, helicopters, artillery, missiles, naval platforms, and electronics. At the same time, India is procuring substantial Russian, French, Israeli, American, Korean, and European systems through complex multi-origin programmes that are unique in their scope. India's procurement story does not map cleanly onto the simpler narratives of the other Indo-Pacific buyers, but the scale of activity, viewed against the country's strategic environment, is consistent with the wider regional pattern.
Other regional buyers, including Vietnam, Indonesia, Singapore, Malaysia, Thailand, and increasingly Pacific Island states, are all adjusting procurement plans upward. The volumes are smaller than those of the major buyers above, but the directional consistency is itself a meaningful signal.
The drivers of the Indo-Pacific buildup are not mysterious, but they are worth stating clearly because the procurement implications follow directly from them.
The first driver is the trajectory of Chinese military modernisation. The continued expansion of the PLA Navy, the modernisation of the Rocket Force, the maturation of Chinese counter-intervention capabilities, and the demonstrated political willingness to use coercive military activity around Taiwan, in the South China Sea, and along the Sino-Indian border have left no Indo-Pacific government with the option of staying still. Buildup is the rational response to the strategic environment, and every major regional government has made that calculation.
The second driver is the lesson of Ukraine. The war demonstrated, with painful clarity, that modern conflict consumes ammunition and platforms at a rate that pre-war stockpiles cannot sustain, that supply-chain resilience is more important than peacetime efficiency, that domestic industrial capacity is a strategic asset that cannot be reconstituted on short notice, and that allied solidarity is necessary but not sufficient. Every Indo-Pacific defence establishment has absorbed these lessons and is now building the inventories, capacities, and partnerships that they imply.
The third driver is alliance architecture. AUKUS, the Quad, the trilateral cooperation among the United States, Japan, and Korea, the Reciprocal Access Agreements that have multiplied across the region, and the new Squad arrangement among the United States, Japan, Australia, and the Philippines have all hardened the structure of allied cooperation in the Indo-Pacific to a degree not seen since the early Cold War. Each of these arrangements generates its own procurement and joint-development implications.
The fourth driver is industrial-policy ambition. For Japan, Korea, Australia, India, and an expanding circle of regional partners, defence-industrial expansion is no longer purely a security choice. It is part of how these countries intend to grow their advanced-manufacturing base, retain critical engineering talent, and build the technological foundations of their broader economies. When defence becomes an economic strategy as well as a security strategy, the spending becomes structurally embedded rather than cyclically discretionary.
The Indo-Pacific cycle is not redistributing demand evenly across categories. Some categories are seeing disproportionate growth, and procurement and trading teams should be paying particular attention to them.
Long-range precision strike. Tomahawk, Joint Air-to-Surface Standoff Missile, Long Range Anti-Ship Missile, Hyunmoo, Tomahawk-class indigenous developments in Japan and Korea, and the rapidly maturing hypersonic and long-range loitering portfolios are all absorbing capacity. Standoff strike has moved from a US-exclusive capability category into a much more widely procured one across the region.
Integrated air and missile defence. Patriot, THAAD, Aegis Ashore in Japan, the Korean L-SAM and M-SAM programmes, IRIS-T SLM, NASAMS, the Australian Joint Air Battle Management system, and a rapidly expanding family of counter-cruise and counter-hypersonic interceptor concepts are all under active procurement or development. The Indo-Pacific is now the largest growth market for IAMD in the world.
Submarines and undersea systems. AUKUS submarines, Japan's Taigei-class production, Korea's KSS-III batch construction, India's submarine programmes, and a wider regional procurement of uncrewed undersea vehicles, sonars, and seabed warfare capabilities are reshaping the undersea industrial base. This is one of the highest-margin, longest-cycle, and most strategically consequential segments of the buildup.
Surface combatants and patrol craft. Korean and Japanese yards are exporting at unprecedented rates. Australian Hunter-class construction is ramping. Philippine offshore patrol vessel programmes are progressing. Indonesian, Malaysian, and Vietnamese surface-combatant procurements are advancing. The naval market in the Indo-Pacific is the strongest it has been in two decades.
Uncrewed systems across all domains. Air, sea, and undersea uncrewed systems are being procured at scale across nearly every regional buyer. The lesson that uncrewed systems are no longer experimental but operational has been absorbed by every defence establishment in the theatre.
Munitions and stockpiles. The same restocking dynamic that has dominated the Eastern European cycle is now visible across the Indo-Pacific. Allied munitions stockpiles in the theatre are being expanded, dispersed, and hardened. This is a quiet but enormous category of procurement that will run for years.
Cyber, electronic warfare, and integrated command and control. The investment going into multi-domain operations, joint command-and-control, software-defined platforms, and electronic warfare is harder to see from the outside but is one of the largest categories of growth in the buildup.
The implications of the Indo-Pacific buildup extend well beyond the region itself. Procurement teams, manufacturers, and trading firms anywhere in the world need to internalise the following operational realities for 2026 and beyond.
Capacity is becoming the binding constraint, again. The Indo-Pacific buildup is layered on top of continued Eastern European restocking and sustained Gulf procurement. The aggregate effect on industrial capacity is significant. Categories that have been comfortably supplied through the past two years, including standoff munitions, integrated air defence, submarine components, and surface-combatant production, are now showing tightening delivery windows. Buyers in markets outside the Indo-Pacific should expect to compete for production slots with Indo-Pacific buyers far more aggressively in 2027 and 2028.
Korean and Japanese exports are reshaping the global market. The two countries' export industries are now major global suppliers in categories where, five years ago, they were marginal. Procurement teams that have not built relationships with Korean and Japanese primes and authorised distributors are working at a structural disadvantage on cost, delivery speed, and capability fit. The same observation applies to Australian and Indian industry, although those export channels are still maturing.
UAE and other Gulf hubs are gaining importance as connective tissue. The expansion of Indo-Pacific procurement increases the role of trusted intermediaries that can connect buyers across multiple origins, manage multi-jurisdiction licensing, and structure mixed-source assemblies. UAE-based trading houses are particularly well positioned for this role and are already running a growing share of the trade between Indo-Pacific suppliers and buyers in the Middle East, Africa, and Latin America.
The pricing landscape is bifurcating further. In capacity-constrained categories driven by the buildup, prices are stable to rising and delivery windows are stretching. In commoditising categories where Korean and Japanese supply has expanded options for buyers, prices are easing. The split is now more pronounced than at any point since 2022, and procurement teams need to internalise which side of the split each of their programmes falls on. The risk picture has not vanished. Indo-Pacific buildup is occurring against a backdrop of ongoing tensions across the Taiwan Strait, the South China Sea, the Korean Peninsula, and the Sino-Indian border. The probability of contingency in any single quarter remains low. The probability of contingency across a multi-year horizon is not low. Procurement teams should be planning for both the normal-times buildup and the possibility that some part of the region experiences a serious crisis during the planning window. Both scenarios point in the same direction: continue building inventories, capacity, and relationships now.
Looking forward through the remainder of 2026 and into 2027, several developments are likely to shape the procurement environment further.
Japanese defence-export rules are likely to continue liberalising, opening additional export categories and destinations. The pace of this liberalisation has been steady and will probably continue, and Japanese industry is preparing to fill the export space that becomes available.
The Quad and AUKUS will continue to deepen their industrial-cooperation tracks, including in advanced capabilities such as hypersonics, undersea systems, autonomous platforms, and artificial intelligence applied to defence. Procurement opportunities for partner-country firms, including in the United Kingdom, France, and other allied industrial economies, will expand.
Southeast Asian buyers will continue to diversify their procurement away from any single origin and toward a multi-origin pattern. The opportunity for second-tier and emerging-market suppliers, including from the UAE, India, Turkey, and Brazil, will continue to grow.
Chinese defence-industrial output and export ambition will not pause. Buyers and producers will need to take Chinese competition seriously in categories such as uncrewed systems, missile technology, and electronic warfare, and to factor it into their own positioning.
Korean exports will probably moderate slightly in rate of growth after the extraordinary expansion of the past three years, but the absolute level of exports will remain very high and Korea will consolidate its position as a top-five global arms exporter through the end of the decade.
The Indo-Pacific buildup of 2026 is the single most important structural development in the global defence industry this year. It is layered on top of the unfinished Eastern European cycle rather than replacing it, which means that aggregate global demand is the highest it has been at any point in the post-Cold War era. For procurement teams, manufacturers, and trading firms, the message is the same as it has been all year: position for sustained elevated demand, build the relationships and capacity now that you will need in 2027 and 2028, and align internal planning to the realistic delivery timelines that the market is actually producing.
The window in which Indo-Pacific buildup was a forecast rather than a present reality has closed. It is happening now. The procurement professionals who recognise the implications quickly and adjust their positioning will be the ones who do best in the cycle that is no longer just beginning but has firmly arrived. The data is no longer ambiguous. The remaining question is whether your organisation is treating the Indo-Pacific as a future concern or as the present reality that it has become.
