Step 4: Issue a proper requirement

A requirement is not "we want some drones." A requirement is a written specification that a supplier can actually work against. At minimum it should contain:

  • The specific capability needed, in operational terms (not just product names)
  • The quantity
  • The delivery location and target date
  • Any technical constraints (interoperability with existing systems, climate/environmental limits, logistics constraints)
  • The end-use statement — what the equipment will be used for, by whom, and where it will be deployed
  • The budget envelope, at least in a range

The end-use statement is the most important part. Every licensing authority that touches the transaction will read it. It should be specific, truthful, and consistent across every document issued. "Airspace protection around [named critical infrastructure] against unauthorised UAV intrusion" is a good end-use statement. "General security use" is not — it raises flags and slows every approval.

Step 5: The end-user certificate — cutting corners is not an option

The End-User Certificate (EUC) is the single most important document in any defence procurement transaction. It is issued by the buyer's government (or by the end user with government endorsement) and states: who the final end user is, what the equipment will be used for, and a commitment not to re-export or transfer the equipment without authorisation. For a buyer with time, scale, and existing bilateral relationships, direct manufacturer procurement may be a better fit. Both are legitimate paths. The right approach is the one that fits the buyer's situation rather than a forced-fit to any single model.
